Dr. John E. Dunning

John Dunning is the Regional Coordinator for the Public Administration Program and an assistant professor of public administration for Troy University teaching in the Atlantic Region (Norfolk, VA).  He has been teaching on a full time basis for Troy  University since 1999.  John has a doctorate in public policy and administration from Virginia Commonwealth University in Richmond, Virginia, a masters of public administration from Auburn University at Montgomery, Alabama, and a bachelor of arts in psychology from Lawrence University in Appleton, Wisconsin. He is a graduate of the Air War College and the Air Command and Staff College. John is also an independent human resource management and development consultant.

He retired from the Air Force in 1988. His areas of specialization were human resource management, training, and policy analysis. His last two Air Force assignments were as the Director of Personnel for the Pacific Air Forces, Hickam AFB, Hawaii, and as the Chief of Personnel Readiness Planning, the Pentagon. He is a Vietnam Veteran.

After retirement from the Air Force, he worked as the Director of Human Resources for Medical Service Corporation International in Arlington, VA, and as a human resources management and development consultant for Drake, Beam, Morin, Inc. (DBM), B3H Corporation and Data Systems Design (DSD) Laboratories. He has also served as an adjunct instructor for Christopher Newport University, Virginia Commonwealth University, and Troy State University.

His primary research efforts are in the area of instructional technology and simulation modeling.

John is an active member of  the American Society of Public Administration (ASAP). From a national perspective he focuses his efforts in the Section on Public Affairs Education, and on the local level he is the past president of the Hampton Roads Chapter. He currently serves on the council and directs the annual symposium.  He is a member of the Phi Kappa Phi Honor Society (Interdisciplinary Studies) and the Pi Alpha Alpha (Public Affairs and Administration Honor Society).
